Hurricane Transportation Master Plan, Active Transportation Plan,
and Transportation Utility Fee Analysis Update

Hurricane is updating its Transportation Master Plan and Active Transportation Plan and studying transportation funding needs through a Transportation Utility Fee Analysis. These efforts will help the City understand current transportation conditions, plan for future growth, improve safety and connections, and identify long-term funding needs.

Project Overview

Hurricane is undertaking an update to its long-range transportation planning framework to help guide roadway, walking, bicycling, and related transportation investments as the community continues to grow. This effort builds on previous City planning work and helps identify priorities that improve safety, mobility, and connectivity across the community. This site provides key project information and details about ways to get involved in the process.

This project is intended to help the City:

  • Evaluate current transportation conditions

  • Identify needs and opportunities

  • Support safe and efficient travel for all users

  • Strengthen connections between neighborhoods,
    schools, parks, downtown, and other destinations

  • Inform future capital improvement and funding discussions

The project is expected to move
through four general phases:

  1. Review existing conditions and
    prior planning work

  2. Gather community input through
    public engagement

  3. Develop and refine draft recommendations

  4. Prepare final plan materials
    and next-step guidance

Hurricane continues to grow and evolve, which makes it important to revisit how people move around the city today and how the transportation system should function in the future. Updating these plans can help the City respond to changing travel patterns, identify gaps in the roadway and active transportation network, and better align future transportation investments with community priorities. The City’s existing planning framework already includes roadway planning, active transportation network planning, and related general planning resources that help support this update.

The project is currently in the planning and input-gathering phase, during which the City is collecting feedback and reviewing existing transportation conditions, prior planning documents, and baseline data.

Transportation affects daily life in Hurricane — from commuting to work, traveling to school, shopping locally, accessing parks and community destinations, and moving safely between neighborhoods. Hurricane’s existing Transportation Master Plan includes roadway and traffic system topics, while its Active Transportation Plan focuses on walking, biking, sidepaths, shared use paths, and other transportation-oriented facilities.
